Original source-led budgeting analysis · Evidence checked 2026-10-21
What will your SEO content workload actually cost?
A practical, evidence-led decision guide. Product capabilities and limits are separated from anything that would require hands-on testing.
A content budget starts with the work your team needs to finish. The subscription is only one part of it. An annual document pool, a monthly draft allowance and an SEO boost are different purchasing constraints, even when all three products help someone write a page.
This is a dated public-documentation snapshot of six tools and 17 self-serve plans, captured on 21 October 2026. BenPicks has not bought these plans, measured their output quality, or verified how every refresh and retry is billed. The original contribution is the comparison method and reproducible workload arithmetic, not a product test or a cheapest-tool ranking.

Start with three workload baskets
These are fictional planning inputs. A job means a new page or a refresh you intend to complete; it is not a verified billable vendor unit.
| Hypothetical workload | New pages / month | Refreshes / month | Total jobs / month | Seats | Sites |
|---|---|---|---|---|---|
| Solo operator | 8 | 4 | 12 | 1 | 1 |
| Editorial team | 20 | 10 | 30 | 3 | 2 |
| Small agency | 40 | 20 | 60 | 5 | 5 |
For a steady twelve-month schedule, those baskets contain 144, 360 and 720 jobs. That annual multiplication is a statement about the hypothetical workload, not permission to borrow next month's allowance. Seasonal work needs its own month-by-month check.
Before comparing prices, ask what creates a new chargeable unit: opening a document, researching another keyword, generating a draft, applying an SEO boost, or rerunning an existing item. Confirm the treatment of abandoned work too. One failed attempt can consume capacity without producing a finished article.
The dated price and capacity matrix
Read each row on its own billing and currency basis. EUR is explicit in the retained Surfer and SE Ranking responses. Frase explicitly states USD in its retained pricing text. For Clearscope, NEURONwriter and Semrush, a dollar symbol without an established ISO currency is shown as $ (ISO not established); it has not silently become USD. Tax treatment was not established for the quoted rows. Nothing here is a checkout total or a currency-normalised comparison.
Annual equivalents are displayed monthly rates tied to annual billing. Annual charges are either explicitly listed or calculated as twelve times the displayed annual equivalent; the JSON retains the inputs. They are not month-to-month offers. “Not established” is an evidence gap, not a zero price or a missing feature. Surfer advertises monthly billing, but its month-to-month selector amounts were not captured. Seats, domains, projects, brand workspaces and tracked pages also have vendor-specific meanings; this table does not make them equivalent.
| Product / plan | Month-to-month charge | Annual equivalent / annual charge | Native content allowance | Seats / sites or projects |
|---|---|---|---|---|
| Surfer / Discovery | Not established | EUR 49 / EUR 588 | 120 documents; annual | 1 / Not established |
| Surfer / Standard | Not established | EUR 99 / EUR 1188 | 360 documents; annual | 3 / Not established |
| Surfer / Pro | Not established | EUR 182 / EUR 2184 | 360 documents; annual | 5 / Not established |
| Surfer / Peace of Mind | Not established | EUR 299 / EUR 3588 | Unlimited documents (subject to terms); annual pool | 10 / Not established |
| Frase / Starter | USD 49 | USD 39 / USD 468 | 10 articles; monthly | 1 / 1 |
| Frase / Professional | USD 129 | USD 103 / USD 1236 | 40 articles; monthly | 3 / 5 |
| Frase / Scale | USD 299 | USD 239 / USD 2868 | 100 articles; monthly | 5 / 10 |
| NEURONwriter / Bronze | $23 (ISO not established) | Not established / $230 (ISO not established) | 25 documents; Not established | Not established / 2 |
| NEURONwriter / Silver | $45 (ISO not established) | Not established / $450 (ISO not established) | 50 documents; Not established | Not established / 5 |
| NEURONwriter / Gold | $69 (ISO not established) | Not established / $690 (ISO not established) | 75 documents; Not established | Unlimited (listed) / 10 |
| NEURONwriter / Platinum | $93 (ISO not established) | Not established / $930 (ISO not established) | 100 documents; Not established | Unlimited (listed) / 25 |
| NEURONwriter / Diamond | $117 (ISO not established) | Not established / $1170 (ISO not established) | 150 documents; Not established | Unlimited (listed) / 50 |
| Clearscope / Essentials | $129 (ISO not established) | Not established / Not established | 20 drafts; monthly | Unlimited (listed) / Unlimited (listed) |
| Clearscope / Business | $399 (ISO not established) | Not established / Not established | 20 drafts; monthly | Unlimited (listed) / Unlimited (listed) |
| Semrush Content Toolkit / Base | Not established | $60 (ISO not established) / $720 (ISO not established) | 5 SEO content boosts; monthly | Not established / Not established |
| SE Ranking / Core | EUR 109 | EUR 87.2 / EUR 1046.4 | 25 Content Marketing articles; Not established | 1 / 10 |
| SE Ranking / Growth | EUR 235 | EUR 188 / EUR 2256 | 50 Content Marketing articles; Not established | 3 / 30 |
The six pricing captures come from public unauthenticated English HTTP responses, with no country or locale override. Capture country/geolocation was not established. This edition consistently uses the retained Surfer EUR response. Your own regional page or checkout may display a different currency or amount. Exact capture times, URLs and response hashes are in the downloads.
Native meters stay native. Frase articles are not Clearscope drafts, NEURONwriter documents, Surfer documents or Semrush SEO boosts. The SE Ranking rows describe the whole Core/Growth suite and its listed content entitlement. The Semrush row describes Content Toolkit Base, not its separate SEO + AI Search suite; whether a separate underlying subscription is required was not established, so an all-in entry bill is not quoted. We did not establish an explicit no-prerequisite statement for any vendor; this field remains not established throughout the dataset. The figures are the named plan prices, not promises about total access cost.
Four capacity checks that change the purchase question
Surfer: test the annual pool against annual work. Its pricing FAQ says annual credits reset yearly or after a plan change, and annual billing charges the year upfront. Under the deliberately unverified assumption that every one of the solo operator's 144 annual jobs uses one document, Discovery's listed 120 documents leave a 24-document shortfall. Standard's 360 leave 216. At the editorial team’s 360 annual jobs, Standard and Pro have exactly zero document margin under that assumption: no capacity remains for a retry. Those are conditional count differences, not proof that the plans support the same workflow or that every refresh consumes a document.
The 360-document headline is the same for Standard and Pro in this snapshot. Upgrading between them cannot be justified by that count alone; seats, features and monitoring cadence need separate evaluation. Peace of Mind's unlimited label remains subject to terms and fair usage, so it never becomes infinite numeric headroom in our calculation.
Frase: a small monthly allowance can fail before team features matter. Starter's ten monthly articles are two short of twelve jobs under the same 1:1 assumption. Professional's forty exceed the editorial team's thirty jobs by ten and its three seats/five sites clear that basket's headline counts. Native consumption, optional extras and workflow behaviour remain unverified, so this is a count-only shortlist check, not an end-to-end fit verdict. Scale's 100 monthly articles exceed the agency's sixty by forty under that assumption.
Clearscope: separate draft capacity from monitoring capacity. Both captured paid tiers list twenty monthly drafts. Business lists more tracked pages and topic explorations; that does not establish more base drafts. If the editorial team's thirty jobs each required one new draft, both base allocations would be ten short. A refresh might use a different action; verify it before treating this as a reason to upgrade. The add-on selectors expose multiple pack sizes, so this edition does not combine an unpinned size with the displayed add-on price.
Semrush: a large article count is not a large boost allowance. The Content Base page lists 10,000 articles/month alongside five SEO content boosts/month. Neither count can replace the other. If all twelve solo jobs needed a boost, five would leave seven uncovered. If they did not, that boost calculation would not describe the workload. We do not invent a top-up quote or equate a boost with another product's document.
For NEURONwriter and SE Ranking, the captured pricing rows establish document/article counts but do not establish the reset period of those specific content meters. Monthly billing does not prove a monthly allocation. SE Ranking’s comparison lists content articles within Core/Growth, while its navigation also names Content Marketing Tool under Add-ons. This capture does not settle unconditional inclusion or the final bill; obtain confirmation for the intended account. We therefore leave time-based headroom not established instead of creating an apparently precise result. NEURONwriter's separate AI credit allowance also cannot be substituted for document count.
Price the commitment you would actually accept
An annual rate can make a twelve-month budget lower while making the initial commitment larger. Keep both quantities visible. For example, Frase Professional displays $103/month on yearly billing and $129 month to month. In the explicitly stated USD currency, the annual calculation is 103 × 12 = 1,236. Twelve unchanged monthly charges would total 129 × 12 = 1,548. This is budgeting arithmetic in USD, not a refund, renewal, or tax promise.
Do not divide the annual charge by the maximum allowance and call it your cost per finished article. That assumes every unit is usable, consumed and sufficient for publication. It also ignores the people doing the work. A more useful worksheet separates subscription spend, verified extras, editing/review time, and the number of approved deliverables. Leave unknown fees open rather than treating them as free.
A product can clear a document count and still fail your seat, site, export or publishing requirement. Our dataset deliberately records full workflow fit as not established for every scenario, because native per-job consumption was not tested. Use the figures to decide which vendor questions to answer next, not to skip that validation.
Download and reproduce the snapshot
- Download all 17 plan rows as CSV.
- Download sources, scenarios and all 51 conditional calculations as JSON.
- Download the blank buyer budget worksheet.
For each candidate plan, replace the hypothetical workload with your own. Record native units used per new job and per refresh from an authorised trial or written vendor answer. Match the allowance period to that workload. Then check seats, sites, prerequisite subscriptions, overages and tax before recording a covering quote. No account access, provider API calls or purchases are needed to read these files.
Method
We selected five products already covered by BenPicks SEO research and added Clearscope as a content-optimization comparator. This is not an exhaustive market survey; inclusion is not endorsement and omission is not a quality judgment. We captured the named public self-serve content tiers, excluding custom Enterprise quotes and Surfer's monitoring-only tier. Earlier BenPicks research informed the questions, but old prices were not relabelled as newly checked.
The Surfer fair-usage document was read through a transformed web-reader record after a direct request returned HTTP 403. Its separately retained timestamp and record hash identify that transformation, not the original HTML response. It is listed as supplemental evidence in the JSON, outside the six pricing-response hashes. The record mentions a 6,000-document annual guideline for Peace of Mind; we do not promote it to a numeric entitlement or use it to calculate headroom.
The JSON is the authoritative dataset for the rendered matrix, CSV and conditional calculations. Each row carries schema/dataset dates, its source URL, UTC capture timestamp, original response hash, scope, currency basis and limitations. Unknown values remain NOT_ESTABLISHED. Unlimited allowances have separate non-numeric states, never infinity or calculated spare capacity. Missing reset periods prevent monthly/annual headroom calculations. No cost ranking, annual/12 capacity entitlement, cross-currency saving, product quality score or fabricated price history is generated.
For a numeric allowance with an established period, conditional headroom equals that allowance minus jobs in that period. The mapping of one job to one native unit is explicitly unverified. Three workload baskets across 17 plan rows produce 51 conditional records; their final workflow fit remains unestablished. Seats, sites and prerequisites must be checked independently even where a count appears sufficient. Excluded Enterprise offers were not assessed, so an uncovered basket does not establish that no product can support it.
This is the first edition, not evidence of a pricing trend. Prices and features can change, including by region and checkout state. Recheck the official source before purchasing. We record documentation, calculations and unknowns; we do not claim measured ranking gains, productivity, citations or comparable output quality.
